Job Responsibilities:
Responsible for the overall program and financial management of the Head Start & Children’s Services department. Work as a team leader to ensure that the programs are administered appropriately. Develop and monitor all Head Start-related budgets, including those submitted to the Administration for Children and Families on an annual and ongoing basis. Manage and analyze the overall financial system and provide fiscal oversight and technical assistance to all local programs, including delegate and child care partnership agencies to ensure compliance with all federal, state, local and internal agency regulations and policies, in order to maximize the Head Start programs effectiveness. Ensure implementation of policies and procedures related to program operations, systems, and staffing are up to date. Provide day to day management of systems, policies, and procedures, related to overall personnel, hiring, termination and supervision in collaboration with the ABCD Human Resources Department. Oversee professional development, training components and professional development systems. Perform other related duties as assigned from time to time.

Job Qualifications:
Minimum of a Bachelor’s degree in business, finance, accounting, or related field with at least five years of demonstrated success in the development and management of sizable budgets and supervising staff. Master’s degree preferred. Must have excellent accounting skills. Familiarity with fiscal operations of federally and/or state-funded community-based human services programs. Proven ability to design, implement, monitor and evaluate fiscal management systems. Successful experience in working as a member of an interdisciplinary team and provide support to an ethnically diverse staff. Knowledge of neighborhoods served by programs and city-wide services relevant to the program populations. Attend and participate in community activities, training, and night meetings as needed. Bilingual skills and the ability to translate as necessary preferred. Maintain confidentiality and professional boundaries in relationships with staff and families. Frequent traveling for home visits and off site trainings. Must be able to work sensitively and effectively with individuals of diverse educational, socio-economic and cultural backgrounds.
