Overview:

The Health Services program at ABCD is committed to maintaining the optimal health of low-income residents of Boston and surrounding communities through several cutting-edge, community-based disease prevention and health promotion programs. Health Services fosters community partnerships to strengthen and broaden the array of services available and to address the health of the whole individual. 

The Family Planning Program Manager is responsible for the day to day programmatic operations of the Family Planning Program. The primary responsibilities of this position are to develop, implement, and maintain a high quality family planning program; ensure program goals and objectives are met, and monitor program utilization, data collection, reporting, and family planning visit billing and reimbursement, communicate and collaborate with FP subcontracted delivery sites and community partners.

Duties include:

  • Provide daily oversight, supervision, and monitoring of the family planning program activities to ensure fidelity to program model and in accordance with funding guidelines.
  • Plan and implement competitive bidding process for comprehensive family planning services every project period and utilize consultants as needed.
  • Develop, review, and revise written policies and protocols delineating program standards that adhere to state and federal requirements. Ensure appropriate system-wide dissemination and necessary training for personnel in these protocols and standards.
  • Maintain thorough knowledge of all federal, state, and local regulations concerning all aspects of the family planning program. Develop and oversee implementation of policies and practices that ensure the program remains in compliance with all relevant rules.
  • Maintain effective relationships with federal Title X and state MDPH Family Planning Program funders. Develop and complete applicable portions of grant funding applications. Coordinate and complete all required funding progress reports. Represent or delegate representation at national, regional and state funder meetings and conferences.
  • Expand technical assistance and capacity building efforts for all service site staff.
  • Supervise program staff including clinical and QA, training, billing and data collection staff.
  • Facilitate professional development and annual performance reviews. Maintain current knowledge on all aspects of funder expectations as they pertain to each staff role.
  • Onboard new agency and service site locations to further program goals. Coordinate the training on all aspects of the program including policy, clinical and contraceptive protocols, data collection and submission, unit rate reimbursement and ongoing technical assistance.
  • Monitor data to ensure the program is responsive to community need. Ensure educational materials are translated in most commonly spoken/read languages.
  • Develop program work plans, goals and objectives for the Training and Technical Assistance Program.
  • Complete all required reporting and participate in writing and submission of grants.
Training & TA Functions:
  • Develop capacity building action items and execute in collaboration with key staff at the service site locations.
  • Design and implement an expanded, comprehensive technical assistance and capacity building program for clinicians and key program staff, which may include on site rigorous assessment and coaching to ensure fidelity to standards, guidelines and quality. TA responsibilities will also include the sharing of resources and best practices, developing and facilitating learning communities for peer learning, and assisting funded agencies to successful meet the program’s goals.
  • Develop and implement needs assessments, locate available training, and coordinate on-site clinical trainings, as requested. Maintain a high level of confidentiality at all times.
  • Perform other related duties as assigned.

Job Qualifications:
  • Minimum of a Bachelor’s Degree in Public Health, Public Administration or Human Services required.
  • Five to eight years of directly related experience in program management, preferably in non-profit and directly related experience with city, state, or federal contracts required. 
  • Demonstrated knowledge of and experience in capacity development and implementation of both clinic and community-based public health programs. 
  • Experience managing Title X and MDPH Sexual and Reproductive Health funded programs preferred 
  • Demonstrated knowledge of sexual health including general reproductive health, family planning, women’s health, men’s health. 
  • Capacity building, technical assistance and training skills required. 
  • Experience with learning management systems (LMS) preferred.
  • Demonstrated ability to manage multiple, conflicting priorities and tasks with demanding deadlines. Excellent organizational skills. 
  • Demonstrated knowledge of and experience in public health program evaluation, including database development and maintenance, data evaluation, quality assurance, business management, grant and report writing. 
  • Excellent interpersonal skills with proven effectiveness in both oral and written communication. 
  • Demonstrated experience and strong commitment to serving people in poverty, with diverse racial, social, economic, and sexual identities.
  • Ability to work collaboratively and creatively with diverse staff, health systems and community-based organizations and systems.
